Executive director Hillary Hauser and advisory board member Jeff Maassen dived the Goleta Sanitary District outfall, in 90 feet of water, while Jim Knowlton filmed.
The 3-minute film was shown to the Regional Water Quality Control board during an allotted 3 minute comment period.
