This report by University of Virginia College of William & Mary Professor Howard Kator illustrates the risks of swimming adjacent to shallow ocean outfalls discharging secondary treated wastewater. This report was cited by the National Resources Defense Council in its report to Congress titled “Swimming in Sewage” in February 2004.
